We reported on the PEDC?s (Paris Economic Development Corporation) plan to get a
coordinated plan through a unified plan by paying a Gregg County, Texas, firm to act as "third-party facilitators" at a meeting or two.

Which, in and by itself, is a heck?ova plan ?

Taxpayers, who pay the PEDC?s bills, coughed up at least $1,710 for the consultants. Evidently, an outside firm was needed to ?facilitate? the meeting to get a plan to get a plan, because. . . ?

Surely, the PEDC doesn?t believe no one in our Paris-Lamar County area knows how. . .?

The PEDC also have taxpayers on the hook to pay for a study by an Oklahoma retail development ?expert? they hired, and to pay for a long-term contract for his help in soliciting retail businesses to Paris (see Drowning on Dry Land).

Why is the PEDC even considering bringing in competition for local merchants and businesses? They have enough problems without the PEDC adding to them. The PEDC should be helping, not bringing in competition. It is as if the PEDC has never heard of the ongoing retail campaign urging everyone to "Shop Paris". (But, why is the PEDC involved in ?retail development?? It?s NOT something they're chartered to do...)

A PEDC employee, a ?community development specialist?, has moved or is moving to Georgia. The PEDC will pay her $800 per month for the next 10-months to handle "electronic media? and to maintain the PEDC website. But according to previous reports, the website and its maintenance is being done by CDSuites of Longview, Texas ( see job_creation).

And, no, it is not the money: It is the thinking that leads to the actions -

Taxpayers, through the PEDC, have guaranteed for ten years, $5.8 million for the financing of existing and new debt and around $1.8 million for operating capital for a local firm. The firm?s headquarters are in Paris, but they also have offices in Dallas, Waco, Sulphur Springs, and other Texas communities, as well as in North Carolina.

In exchange, we?re getting a promise of 25 new jobs within the next five years. And the PEDC has given a $105,000 ?cash incentive? for another 10 jobs at the company?s headquarters.

No report of how much money or what kind of guarantees, if any, taxpayers in the firm?s other locations chipped in or provided.

Shouldn?t Paris taxpayers know if the guarantees and/or operating capital they?re providing will be used to help underwrite the firm?s business operations in those communities? How could it not help . . . ?

But, how would we know?

These PEDC actions signal it can do what it wants, and spend the taxpayer?s money for whatever purpose they want, as long as they have some kind of semi-plausible deniability. This is a moral hazard, and weakens confidence in what they say and do.

In all these actions, the PEDC is funding jobs and job creation opportunities for communities ? and states ? in competition against us!

And the PEDC calls what they?re doing ?Economic Development"?

Our question is, ?For whom??

Dear Mr. Greg Abbott I write to you in search of help , recently my dad died from complications of a viral infection which led to him aspperrating on his vomit,which caused pneumonia, ,pulminary stress and then septic , blood poisoning. On March 31st of the year 2007 my dad had a major stroke ,since that day i was with my dad every day untill his death on January 25th 2009 i set aside every thing and made my main focus entirly towards my dads health care and moral support. I can testify in court to the fact there is neglect, and abuse in three different nursing homes here in Paris Texas my dad was getting care in. This has been a learning experience to say the least. My dads death could have been prevented by the simple use of precautions such as cooks and nurse,s using plastic gloves and face mask's while infected with sickness while on duty. Not taking proper precautions to prevent the spread of infectious disease such as viral ,and flu or colds was present at the time i was on the facility atteneding my dad needs! I spent on average 7 hours a day or more with my dad while he was in all health care facilities including hospital rehab ,skilled nursing floor , then long term care located in for profit nursing homes. Subjects include severe open wounds due to neglect. I have documented photos and video, due to neglect in these for profit nursing homes. What realy over whelms me is the fact that the lax attitudes of the staff and employees at these facilities , when family [ or the state inspectors show up ] the staff and workers step up the care to make a good showing then as soon as the family[ or the state inspectors ] are gone its back to business as usual. Business as usual meaning neglecting room alert lights from residents needing help for hours at a time, leaving residents setting in hall ways unattended while they need to use the bathroom or diapor changed. [ i can testifie to this i have seen it go on for months]. I have also seen a nurse verbaly scream at this elderly lady ,almost had her nose pressed to the eldely ladies nose and screamed at the top of her lungs while she grabed both arms of the eldely ladies chair and shaking the chair she was setting in , and scare the living hell out of the elderly resident to the point the lady never spoke another word for the entire time i was there which was almost approx 3 months. I should have reported her at the time but i was "affraid" for my own dad being abused and neglected in retaliation ,if i rocked the boat. Sir i write this not in anger but in shame that this is the way our elders are regarded as useless when they need our help the most . [ while i was visiting which was on a constant basis]. NOTE THE FOLLOWING IS A ROUGH DRAFT IT HAS NOT BEEN PROOF READ OR CORRECTED FOR SPELLING.------ Dad was at parkview care center in Paris Texas. neglect and wrongful death due to nursing home neglect. Injuries documented on video and photos range from dehydration to open bed wounds . Exsposed to infectious viral and staff infections from improper precautions in nursing home. My dad died from complecations of viral infection which caused vomitting , while nursing staff did not monitor my dad frequently enough he vomited and aspparated on his own vomit which led to Pneumonia. Virul infection was left untreated for approx 6 days on the 16th of january i was called at around 12:01 midnight and informed my dad had high fever of 101.4 and that my dad had asparated on his own vomit , i told the nurse on the phone to call the EMT [AMBULANCE] befor his temparature reached 102. I immediatlly drove to nursing home {approx 10 minutes to get there by car} .Upon arrival , ALL nurse's where at nurse's station setting down in their chair's, i walked to my dads room and my dad was in cridical condition he was chian stoking, convusing from cardiact destress and was not responcive to verbal communication, i asked the nurse to take his temparature again and she did she stated his temparature was 102.8 F , There was no attemp by nursing staff to cold pack or use wet rags on my dad during or before i arrived at this time. I took it upon my self to quickly retrieve paper towels from bath room and wet them with cold water ,which i applied to my dad around neck ,head, arms chest, legs, groin, and back area in an attemp to get his fever to drop . After i had applied cool wet paper towels to him his chain stoking stopped , but he was still not coherint when verbal communication was applied at this time [ approx 12:17 am 16th jan 2009] I ask the nurse to take his temperature again and she did the temparature she stated had dropped to 101.6 F , she said you keep going your doing good. I stepped out side of my dads room and told the nurse's which where still seated at the nurse's station to call the ambulance to take my dad to emergency room at hospital, One of the nurse's complied and finaly called the paramedics. He was transport by ems to hospitalwhich was less then 4 miles away ,approx 40 minutes pass befor the ambulance arrived at the hospital,upon his arrival i set with my dad and watched his status on the bp monitor by his bed side. His pulse rates was racing at 122 beats a minuts for around an hour then slowly dropped to around 110 to 109 beats a minutes for 20 or 30 minutes then dropped down to around 98 beats a minute in 2 hours had passed . His temperature was dropped with in the first 10 minutes after he was in emergency room at the hospital, the nurse administered tylenol suppasutories which brought his fever down to normal .{{ Why didnt the nursing home do this.}} he died from complications of the Pneumonia and pulminery complications due to prior dehydration, viral infection with diarriah , his peg tube was congealed solid at this time so i know now " no fluids where given through the peg tube during or before his 6 or 7 day's of having septic infection with the viral infection while in nursing home .==NOTE== I asked the activities director what was wrong with my dad on 5th day of his sickness because the nurse's and office staff would not inform me" She replied he has a viral infection , i ask her if anyone else in nursing home had the viral infection .She repllied ther are four other residents in the nursing home with the viral infection, she went on to state that several staff members and nurse's also have been severly sick with the viral infection ,====NOTE=== I talked with nurse's who where on duty with the viral infection and asked them how bad they felt one nurse explained she felt miserable and wish she could go home and she looked very sick, i also was exsposed to this viral bug myself i was sick for 4 days with nausia and low fever and light headed , dizzy feeling , after thinking back trying to figure out how i contracted the nursing home viral bug i remember eating in the nursing home kitchen twice , the time period was around the first week in january 2009 . I remember talking with one of the female cooks which had walked out of the kitchen into the dinning area as i glanced up to look at her, She was extremely red around face and neck area and sweating heavly around face , i asked her as she walked by what was wrong and she said .{ i'am sick as a dog and i feel real bad , then she stated she wished she could go home but she needed the hours so she could pay her bills, then she walked outside the back kitchen door to outside of the back of the building to cool off ===NOTE=== [ THIS FEMALE WAS NOT WEARING FACE MASK OR GLOVES AS SHE WORKED IN THE KITCHEN }. Well i believe this is where the viral infection might have started. I noticed temporary nurse's where hired during this period i walked towards my dads room and happened upon this nurse and the head nurse,introduced my self to the new temporary nurse whileshe talked with the head nurse. They where discussing the topic of the viral bug floating around the nursing home, and heard them discusing the need to keep a lid on discusions about the viral infection topic hush hush. I have photos and video of open wounds. documented lab and blood work done by VA Hospital in bohnam Texas before my dad died to check to see if nursing home doctor was doing proper job . V.A. Doctor verbaly said my dad showed signs of a possible kidney problem due to dehydration and the medication was wrong for my dad[That was oredered by nursing home doctor, the V.A. doctor handed me phone orders to change my dads medications which i hand delivered to nurse's at Parkview Carecenter in Paris Texas once i arrived back at nursing home. The doctors reports which detail blood and lab works do show kidneys in stress from dehydration and possible infections. In 5 months my dad contracted 2 separate cases of Pneumonia, 1 viral infection , also exposed to staff infection from room mate, proper precautions and sanitation procedures where not taken to disinfect the room . Fell out of wheel chair 4 different times with out chair alarm , injury to index finger on Paralyized left side where serious, Medication and medical treatment was neglected at times, Peg tube was congealed solid for over period of weeks with out being flushed clean, entrance area where peg tube was not cleaned for seapage for weeks at a time ,i personaly had to start cleaning seapage from peg tube in abdomine my self over period of 3 months, Personal hygine was neglected ,i would take my dad into shower room and give him showers my self while he was in nursing home DUE to nursing home workers would not shower him ,, ===== NOTE=== in the month of september 2009 my dad was exsposed to flu or some sort of cold not sure which it was , i was never notified in any of these events for mentioned either verbally or in writting when my dad had contracted these bugs, while he was in parkview care center.====NOTE==== I attended my dads feeding times and stayed late into the nights with my dad every single day he was sick since march 31st of 2007 i only missed approx 6 days of not being by his side during all of this mention on this page you read, so i can testify in court as to the real conditions in which residents at parkview care center and 2 othe facilities, which my dad was located at prior to his stay, at park view care center in Paris Texas. Back to subject of flu bug or cold bug floating around park view care center nursing home in month of septembet of 2009 . My dad was having trouble with nasal discharge of clear mucus { snut} around september 4th 2009 while in parkview care center , i would clean him regularly and mentioned to the nursing staff that my dad was having trouble with heavy [snut] running from his nasal passage, i was giving a head shake by one of the nurse's on duty then went back to feed my dad in kitchen ,i continued for the next several days notifing the nurse of his condition and nothing was said to me as to his treatment in reply to my worries about this subject[ i was ignored] . around the 14th of september i notified the third shift nurse on duty that she needed to call the doctor to prescribe some medication for his problem with the nasal dischage it was causeing problems with him breathing , she finaly called the doctor that same night and after the phone call she told me the doctor prescribed (clariton). I asked the nurse to give some to my dad and she repplied we do not have any clariton ,she could not call in an order for it untill the following day . Well my dad was in bad shape so i told the nurse i would go to walmart and purchase medications [ clariton] and bring it back so she could give it to my dad. I drove to walmart purchased [ clariton] and drove back to parkview care center and handed the [clariton] to the nurse she said she would give him some later, I never did see her give him any that night , well here it is going all the way into the 24th of september 2009 and i get a phone call from one of the nurse,s by the name of [ scott] he tells me over the phone they called ems [ paramedics] for my dad he was in severe condition [which was associated with this cold flu or mucus thing ] . ===NOTE=== FROM SEPTEMBER 4TH UNTILL SEPTEMBER 24TH 2009 MY DAD's CONDITION WAS NEGLECTED FOR approx 23 DAYS] ===NOTE===Diaper rash from belly button in front and all the way around to lower upper spine! [ complete neglect] , severe secondary open wounds, from diapers not being checked or changed, bed linens soaked and not changed etc etc etc --! This was the very first month i had my father in this careing facility -"MY GOD"- I trusted this facility to take care of my dad ! [DIVERSA CARE] ["AVCA"] Upon my dads arrival at the hospital around the 24th of september he was diagnosed with Pneumonia i was present during the time the hospital nurse's uncoverd my dads buttocks , and the nurse notified me of the severe condition of open wounds on my dad which were photogrphted by the nurse on duty at the hospital, i ubtained a copy of this photograth ,and went directly to parkview care center and talked with the head nurse and showed the photo of my dads buttocks to him. I was pissed to say the least, the head nurse was speachless to say the least , i should have reported this at the time it happened. [i trusted the nursing home too much]! Upon the next 4 months my dad was alive i checked his diapers every day 2 too 4 times a day , i also would take upon my self to make sure his bed linens where fresh , shave him, give him hair cuts, give him complete shower's ,in the park view care center shower room. On several occasionns i would check to see if he was giving a shower or a bed bath , the hygine care supplied by the staff was of very poor quality! Soap was left behind ears to caked up to 1/8 inch in thicknes untill it would flake off and cover his shirt. On several occasions. In september i would notice fecal matter on my dads hands , he was left in soiled diapers for prolonged period of time, i would clean his finger nails and toe nails during these times. ===NOTE=== bleeding severe jock itch and diaper rash form neglected diaper changes during his first moth at this facility! I walked in on 2 occasions to see blood on my dads fingers, i checked his diaper to find severe jock itch and rash in private area and large area of inside of both legs had beeen scratched open and he was bleeding [Why the hell is this sort of neglect tolorated] I purchased [tolnaftate] antifungal cream and washed him and applied this as need to cure this infection myself . In short this nursing home is in violation and needs to be inspected and fined if not sued for neglect and wrongful death of my dad . One night i was at parkview care center setting in the front lobby with my dad watching television it was almost 10:00 pm at night when i heard one of the nurse's screaming at the top of her voice at one of the female residents. The nurse had lost her cool , the nurse had walked over to this elderly resident and grab both arms of the chair while the elderly resident was in the chair and was inches from the elderly ladies face screaming as loud as she could and shaking the chair "violently " the elderly lady was setting in , the whole time screaming at the lady! It was a shame and i should have reported it then but i was affraid my dad might have been neglected or worse if i reported the nurse for abusing the elderly ladie! SHAKING THE RESIDENT VIOLENTLY AND SCREAMING IN THIER FACE IS NO WAY TO TREAT ELDERLY PEOPLE. This happened around the end of october 2008 or around first week in november of 2008 i can "TESTIFY TO THIS"! The little elderly lady never spoke out loud while i was around the entire time after this happened.[approx 5 months ] after that happened "she was affraid i would imagine". I step up now to write this down and i feel ashamed i did not speak out when this happened god forgive me. But i was affraid my dad would receive the same treatment . --Note-- on daily basis i made sure i was on time to spoon feed my dad at lunch time and again at dinner time every day.On several ocassions whils spoon feeding my own dad , other elderly residents set next too us and would ask me to spoon feed them also, i obliged them , and continued to spoon feed others while i was there! I spent long eveings with my dad to keep his moral attitude up and the things i observed i will never forget . There are a few good people on duty , but for the most part the employees either get burnt out , dont give a dam , or have become callus to their surrondings. In short' the lax attitudes of the people which are supposed to be providing care is at best poor in quality! "When you go to bed tonight just remember this" One day in the future if you live long enough you too will get old and need someone to help you ! Then ask your self "" how would you like to be treated"?

Is Your Senator a Bankster?

The one main benefit to the financial reform effort so far is that it helps further do away with the false paradigms of "left" or "right" and "Democrat" or "Republican" - fewer and fewer people are falling for those lies anymore. Try to get an ideological conservative to explain why Republicans love spending and so eagerly give welfare to banks. Try to get your local liberal to explain why it was a good idea to make backroom deals with abhorrent corporations and drill, baby, drill. Heck, even try to get a Tea Partier to explain choosing bailout-lover Sarah Palin to keynote their convention, especially when that movement once had at least some pre-astroturf roots in protesting government giveaways.

What we have now is a group of politicians with shifting alliances on a case-by-case basis to the special interests who fund them. And currently, the most damaging one to our nation is the rise of the Bankster Party. Thankfully, we can now better identify its members.

Anyone who voted for the Kaufman-Brown SAFE amendment deserves to be considered a member of the "People's Party", at least for today. And while I may not agree, I am also OK with someone voting no on Kaufman-Brown if they voted no on the bailout in the first place. That at least shows a consistent ideology and we wouldn't need to break up the banks into smaller parts if our leaders had the will to let them fail.

But there is a special place for those who have the audacity to do something as incredibly un-American as voting to provide unencumbered welfare for rich bankers and then subsequently do absolutely nothing to fix the problem. And that special place (for now) is in what we should call from this point forward the "Bankster Party". Allow me to present to you its current members:

True statement: concerning ."AVCA" listed on nasdaq, DIVERSICARE and nursing homes in my area

To ParkView Care Center owned or run by Diversicare management services home office located in Tennessee.
Neglect and abuse was present at the time i had my elderly father admitted as a resident in the Park view care center nursing home located in Paris Texas.
"Just imagine", if you where sick with some thing and you continued to get worse as the days went by how long would you stick it out before you went to see the doctor 2 days , 3days, 4days, 5 days , . The first month my elderly father was a resident in ParkView Care Center owned or run by [Diversicare management Services home office located in Tennessee] he went 23 days before one of the day nurse's decide he needed to be taken to the hospital.
I had been harping to nurse's about my elderly fathers condition every day before he was sent to hospital by ambulance[ I WAS IGNORED] .
To make a true and factual statement about 3 of the nursing homes i had my elderly father in ,i noticed one thing in common with all of the three nursing homes . The staff are friendly to family members when they are on the sight of the nursing home. If a family member makes a special effort like being at the nursing home every day 7 days a week for extended periods of time. The staff and the employees become paranoid about your presents, reason they get paranoid is they become lax and complacent in their duties and tend to set around and do nothing when ever they get the chance.

The following statement happened to me at ParkView Care Center located in Paris Texas. I had a female nurse make special effort to confront me for about three days in a row when i walked into to check on my elderly father, this nurse would walk up to me as i entered the ParkView Care Center nursing home and she ask me --(DONT YOU HAVE A JOB YOU NEED TO GO TOO ) this nurse was i assume trying to intimidate me i guess .
I was offended by this statement but said nothing at the time . The red headed female nurse did this the following 2 days as i went to visit my elderly father.
This kinda of behavior leads me to think that they [ OF COURSE I'M SURE THEY WOULDN'T ADMIT TO THIS THOUGH ] ' where trying to get me to stop my regular visits. [ GOD FOR BID I WOULDN'T WON'T TO INTERFERE WITH THE FOLKS CHAIR AND RELAXATION TIME, IF YOU CATCH MY DRIFT. ]
I myself have seen bed alarms at PARK VIEW CARE CENTER NURSING HOME go off beeping for 2 to 3 hours at a time from the elderly residence rooms ,which needed a nurse to check on them .The third shift was the worse! On regular occasion's the residence bed alarms would be ignored by the nurse's at the nurse's station for periods from 1hour up to 3 hours at a time. [ Good God where is the compassion , these people should be ashamed of their selves.] ,One night i was up late with my elderly father watching television in the front of the building .
I heard the night nurse scream at the top of her voice at one of the elderly female residence's. The night nurse jumped up from her chair [ setting down imagine that ] and trotted from behind the nurse's station the whole time screaming at the top of her voice at the elderly woman , as the nurse got close enough to the chair which the elderly woman set in , the nurse grabbed both arms of the elderly residents chair and the nurse placed her face about 2 inches from the elderly resident face screaming as loud as she could at the elderly resident, for spitting on the floor. The poor old lady had Parkinson's .
The elderly woman didn't realize where she was, the elderly lady was handicapped. The night nurse must have lost her mind . [scared the holy hell out of the old lady]. The nurse did not know i was up front with my elderly father watching television late in the evening when this event happened. Once the night nurse noticed me watching what she was doing , she quickly walked back to her chair behind her official nurse's station. The night nurse scared the old lady so bad the elderly woman did not say anything verbally out loud to anyone the whole time that i noticed while i was visiting at this nursing home and i was there 7 days a week 5 to 8 hours a day.

One thing i will not forget is the bed alarms which go off at night from the elderly residents rooms . The nurse's on the night shift set at the nurse's station and ignore the loud beeping alarms and the flashing lights. [good god this is pitiful] this was a regular thing on the late shift for the most part .
The most upsetting thing i happen to witness once was an elderly resident go code blue [ stop breathing ] one night . The young nurse on duty ran from the room to the phone to call the doctor on the phone [she said the doctor would not answer the page] then she gave up on trying to reach the doctor she then called her head nurse at home [this all happened about 9:45pm at night] .
Mean while the elderly resident has gone with out breathing for about 9 or 10 minutes at this point, the head nurse told the young nurse on duty to call 911 and get the EMS guys to try to revive him . She then called 911 the EMS guys took about 6 minutes to arrive . Point of this story is the elderly man coded blue and went about 14 too 15 minutes with out any attempt to revive him ,while i stood watching all this [I thought to myself good god is this the way you do things] 14 too 15 minutes is way too dam long to let an elderly person go before you attempt to revive him.
[ This code blue happened at LEGENDS NURSING HOME in Paris Texas ]. The things which go on in nursing homes is ungodly i could write a small book but i will keep the rest of this to my self for now.

I WOULD LIKE TO SAY THIS TO ANYONE READING THIS, IF YOU HAVE FAMILY THAT YOU TRULY LOVE AND ARE CONCERNED ABOUT ,"DO NOT" FULLY TRUST STRANGERS TO TAKE CARE OF YOUR LOVED ONES . One last note PARK VIEW CARE CENTER IN Paris Texas should be closed down . One more thing if your loved one dies while in the care of the Park view care center be prepared for a complete change in the way the staff at this facility talk with you and treat you if you return to discuss pro rated billing [ which means they try to stiff you with back dated charges] or to visit other residents at this nursing home .
The staff becomes real real paranoid and unfriendly . I even had the janitor walk up to me and with a condescending smile get in my face and he said [ don't make me have to throw you out of here] ""WHAT A DUM ASS THIS GUY WAS"".
I was always polite with all employees at this nursing home in fear that my elderly father might be treated badly in retaliation if i had made someone mad. I will post more about the Paris Texas Nursing homes in my area in coming articles . I WRITE THESE ARTICLES FROM MY EYE WITNESS FOR THE BENEFIT OF THE ELDERLY AND THE HANDICAPPED PEOPLE, WHO NEED ALL THE HELP THEY CAN GET BECAUSE THE ELDERLY FOR THE MOST PART ARE HELPLESS AND NEED THE YOUNGER PEOPLE TO GET THERE ASS IN GEAR AND HELP OUT NOT LOOK FOR A EASY WAY OUT .

On August 5, 2002, the Company was served in a lawsuit filed by the State of Arkansas styled Arkansas v. Diversicare Leasing Corp. d/b/a Eureka Springs Nursing & Rehabilitation Center, et. al., case number 02-6822 in the Circuit Court of Pulaski County, Arkansas. The allegations against the Company include violations of the Arkansas Abuse of Adults Act and violation of the Arkansas Medicaid False Claims Act with respect to a resident of the Eureka Springs facility. This action is scheduled for trial on September 13, 2004. On February 18, 2004, the Company was served in six additional lawsuits filed by the State of Arkansas in the Circuit Court of Pulaski County, Arkansas. The six lawsuits involve fifteen patients at five nursing homes operated by the Company in Arkansas and also allege violations of the Arkansas Abuse of Adults Act and the Arkansas Medicaid False Claims Act. The six complaints, in the aggregate, seek actual damages totaling approximately $250,000 and fines and penalties in excess of $45 million. No trial date has been set in these six actions. However, the Company cannot currently predict with certainty the ultimate impact of the above cases on the Company?s financial condition, cash flows or results of operations. The Company intends to vigorously defend itself against the allegations in all of these lawsuits.
